QPS takes a zero-tolerance approach to modern slavery, human trafficking, forced labour and labour exploitation. This resource helps workers and internal staff recognise warning signs and understand how to raise concerns.
What this means
Modern slavery can include human trafficking, forced labour, debt bondage, servitude and labour exploitation. In the labour supply chain, exploitation may not always be obvious. A worker may appear to be attending work voluntarily but may be controlled by another person, threatened, financially exploited or prevented from keeping their own wages or documents.
Why this matters in recruitment and contingent labour
Under the current system, many employment issues are only addressed when a worker raises a claim. The FWA changes that dynamic.
It will have the power to investigate businesses directly, request documentation, and take action without waiting for a complaint.
For recruitment agencies, this increases the likelihood of scrutiny, particularly in areas such as:
- Pay accuracy and deductions
- Holiday pay calculations
- Worker classification and engagement models
This shift places greater importance on getting processes right first time, rather than resolving issues retrospectively.
Warning signs to look out for
- Several workers using the same bank account, address, phone number or email address without a clear explanation.
- A worker appearing fearful, withdrawn or unable to speak freely.
- Someone else answering questions on behalf of the worker.
- A worker not knowing their rate of pay, deductions or who employs them.
- A worker being transported, housed or supervised by the same individual in a way that appears controlling.
- A worker not having access to their own identification documents or bank card.
What to do if you have a concern
Do not ignore small warning signs. Report the concern to QPS as soon as possible so it can be reviewed safely and sensitively. Do not confront a suspected exploiter directly, as this could place the worker at greater risk. If there is an immediate risk of harm, contact emergency services.
QPS commitment
QPS will review concerns confidentially, take proportionate safeguarding steps, and escalate to the appropriate authority where required. Workers will not be penalised for raising genuine concerns.
